IV "On the Border of the European Union" Symposium
"CITIZEN ON THE BORDER OF THE EUROPEAN UNION"

20-22 September 2001, University of Joensuu, Finland

What is the role of citizens in the Russian society and in building the new
Russian national state? How does this role differ from the Finnish and
European tradition? What are the experiences from co-operation between
Russian and Finnish civic organisations? What is the role of minority groups
in the civil society? What are the models of civic organisations in the
future?

This symposium continues the symposium series started in 1995 by the
University of Joensuu, having as its objective to examine current issues
related to the border between Russia and the European Union. The first
symposium organised in 1995 had as its theme "From the North Sea to the
Arctic Ocean", the second symposium organised in 1997 had as its theme
"Economy and Security in the Border Region" and the theme of the third
symposium organised in 1999 was "Migration from Russia to the West".
The theme "Citizen on the border of the European Union" has been chosen to
clear the on-going discussion about citizenship and civil society as well as
to arouse questions about the meaning of nationality and language for the
members of the society.

The symposium serves also as a part of the final reporting of the civil
society research project, which has been going on for three years at the
University of Joensuu. The lecturers of the symposium will consist of
researchers and experts also from other parts of Finland, from Russia and
from the Central Europe, who have actively participated in the project.

The symposium is intended to all persons interested in the above mentioned
issues: to members of civil organisations, to public sector representatives,
to teachers, researchers, politicians etc.

All speeches will be simultaneously interpreted into Finnish, Russian and
English.

The symposium will be organised by the East-West Innovation Services of the
Continuing Education Centre and by the Karelian Institute of the University
of Joensuu.

Conference fee – 950 FIM. Conference fee includes sessions, materials,
coffee, reception, and excursion to Koli. Prospective participants are
encouraged to send an abstract of their proposed paper (around 100-150

ECONOMICS SUMMER SCHOOLS

HESP assists faculty development through intensive summer schools for
younger university teachers (junior faculty) from the region of Central and
Eastern Europe, the former Soviet Union and Mongolia. The Program promotes
continuing education, encourages new methods of teaching, and provides a
forum for exchange of ideas on course development and research methods. The
Program aims to facilitate participant interaction within the global and
regional academic communities.

Summer School courses focus on disciplines and topics within the social
sciences and humanities for which there is a need for curriculum development
and new teaching materials. Scholars from the region and the west who are
experts in their fields teach courses in an interactive fashion, involving
the participants in discussions and debates. Courses require independent written work or research projects.

Those interested in participating in a summer school should contact directly
one of the schools listed in the 2001 Program Brochure. The Summer School
Course Directors will inform participants of the individual application
procedures. Participation is open to those who are actively involved in
teaching at the university level in the same or a similar discipline as the
respective summer school.

Description: The School aims to increase the level of understanding of
modern theoretical and applied macroeconomics among university lecturers by
offering model courses in modern intermediate and advanced macroeconomic
theory, and in techniques of contemporary empirical inference in
macroeconomics (time series econometrics). Both courses will be taught by
experienced scholars from Western Europe, and will be based on recent
literature on the subject. Lectures will be accompanied by a series of
additional classes: computer classes, discussion seminars and
problem-solving sessions. The School targets young university teachers
coming from the countries of former Soviet Union and Central and Eastern
Europe.

Description: The major goal of the Summer School is to provide economics
faculty from provincial Russia with an introduction to modern economic
theory and its policy implications. An international team of economics
faculty will teach advanced courses in macroeconomics, microeconomics and
public economics. The school will provide advanced courses on a graduate
level, and will focus on economics as a science that indeed helps to solve

Description: The School focuses on the strategic development of teaching
economic theory, taking into account the economic reforms and regional

Description: This Summer School is a three-course sequence in the teaching
of techniques for Introductory Economics, International Economics, and a
Capstone

Seminar: Economics in Transition. The School is designed to provide teachers
with effective teaching techniques that promote an active collaborative
learning environment for participants and resource persons. The School will

Description: New Institutional Economics (NIE) is considered as a highly
rewarding and advanced methodology for understanding the economic and social
processes in the former communist countries. Taking into account a possible
economic collapse, NIE methodology would help scholars to provide positive
answers to contemplative and urgent issues, and become a basis for new ways
of teaching economics and social sciences. The School is intended for
university teachers of economics, the social sciences and humanities from
countries of Central and Eastern Europe. It will consist of lectures, guided
seminars and tutorials. Applications from Ph.D. students teaching and doing
research in NIE would also be considered.

FIFI 2001, The fourth biannual of the International Film Festival about
Insect and other small animals, labelled within the campaign framework
"Europe, a mutual patrimony" of the European Council, will take place in
Narbonne from 17 till 21 October 2001 on the occasion of the National
Science Holiday.

The FIFI is organised by "l'Office Pour les Insectes et leur Environnement
du Languedoc-Roussillon" (OPIE LR), the mixed syndicate of the project of
the Regional Natural Park of Narbonnaise in Mediterranean and by the city of
Narbonne (France). The FIFI is released in partnership with the Institute
for Research and Development (IRD), the French National Centre for
Scientific Research (CNRS), the National Institute of Agronomic Research
(INRA), the City of Sciences and Industry (Paris) and the National Museum of
Natural History (Paris).

The FIFI's objectives is to present, a forum of diverse expositions related
to insects and other continental invertebrates at the same time as a film
and video presentation on the same topic:

• To make the medias, the politics and the public sensitive to the
  ecological importance of continental invertebrates and of the necessity to
  respect environment.
  
• To allow meetings and exchanges through forums and exhibitions.
  
• To encourage and promote the making of films or videos dedicated to
  insects and biodiversity.

For the fourth edition, the films will be presented in the international
competition, in Narbonne, before a jury of ten specialists, presided by M.
Yves Gonseth, President of the expert group of the Bern Convention (European
Council).

The FIFI is realised with the collaboration and the support of public
institutions and private companies.
